Please see the attachments and links:

1.  attachment: Oct. 25, 2022 agenda

2.  attachment: meeting minutes from May Congress

3.  attachment: New proposal - 2 races in a day

4.  link and attachment:  Development SC meeting minutes 9.13.22

5.  attachment:  U16 and Older WG minutes and proposals

There will be a few items that will need a vote.  I am providing a summary here and also including minutes from relevant meetings.

1.  *VOTE REQ'D* - U16 seeding and point scoring:  All regions to utilize random seeding and 2nd run full flipped field for 2nd run for at least one U16 race this season (2022-23).  Next season (2023-24), all U16 races to be seeded randomly with a full field flip for the 2nd run.  See item 1 on Development SC meeting.

2.  *VOTE REQ'D* - U18 start limitation:  You will recall a proposal passed at Congress restricting all U18's to 30 tech starts.  There was a proposal following Congress to amend this to exclude NorAm tech starts from the total count (attached).  After much discussion (see item #2 on the attached Development SC meeting minutes), this proposal was amended to satisfy the intent of the proposal and exclude very high level events.  The amended proposal would "Strike Nor AM Starts and add: World Championship or Olympic, World Cup, World Junior Championship, Youth Olympic, US National Championship and US U18 National Championship Tech Starts (SL & GS) shall not count towards the 30 FIS Tech starts."

4.  *VOTE REQ'D* - New business proposal - Two races in a day (attached).

3.  *NO VOTE REQ'D - Only a new discussion item* - Alpine Sanction agreement -  The sanction agreement has been updated and was presented at the AOEWG meeting in Sept.  The agreement has updated the Safesport language/restrictions that will need attention from the Race Administrator and Race Organizing Committee in order to be in compliance.  Please refer to the email I forwarded from Doug and the Technical SC on 10/17 which includes a memo describing some concern along with relevant attached documents.  Note that the Competition Administration Summary has been updated since the memo was written.  Always refer to the website for the most updated materials: chrome-extension://efaidnbmnnnibpcajpcglclefindmkaj/https://www.usskiandsnowboard.org/sites/default/files/files-resources/files/2022/Competition_Administration_Summary_2022-23%20Season.pdf

Please feel free to call or email me with questions.  I will also be at the FIS TD update in Denver this weekend where I will be happy to discuss.
